A 100 KB cap turns up on the forms people least want to redo: visa applications, university and exam registrations, job portals, scholarship uploads, housing and benefits sites. The limit exists because a passport-style photo needs very few pixels to be useful, and a server storing millions of them has no reason to accept more. The trouble is that a phone saves every photo at 3 to 5 MB, thirty to fifty times over the line.

This page is set to 100 KB before you drop anything in. It accepts JPG, PNG and WebP, tries the highest quality setting that still fits, and only reduces the pixel dimensions when quality alone cannot get there. For a head-and-shoulders photo that is usually all it takes: a 600 by 600 pixel portrait fits under 100 KB with room to spare. A full 4000 by 3000 pixel landscape is a different story, since it cannot stay at that size under 100 KB without visible softness, so expect it to come out smaller in pixels as well.

If the portal also lists pixel dimensions, resize to those first and compress second; the compression then has far less work to do. The file is processed on your own device, so a photo of your face or your documents is never sent to a server.
