Singapore's passport process is almost entirely online, so for most applicants the photo is a digital file uploaded to the ICA website rather than a print. The paper specification still applies, 35 by 45 mm on a white background, and the same photo is requested for re-entry permits, long-term passes, student passes and employment passes handled by ICA and the Ministry of Manpower. This page is preset to the Singapore passport document: the background is replaced with white, the image is framed to the right proportions, and a print sheet covers the occasions that still want a physical copy.

ICA's automated checks are strict on a few points. The photo must be recent, meaning taken within the last three months. The face must look directly at the camera with a neutral expression and mouth closed, fully visible, with no hair across the eyes and no headgear unless worn for religious reasons. Glasses are tolerated only without glare and with the eyes fully visible, so most people do better without them. ICA's online form also expects a specific pixel size, which has been 400 by 514 pixels for some time; compare your downloaded file to the current figure shown on the form. The cut-out and sizing are done on your device; nothing is uploaded until you submit the file to ICA yourself.
